This Working Group, under the Statewide Mapping Advisory Committee, is seeking to construct a statewide parcel data set. In 2007 the National Academy of Sciences advanced the idea with the publication
National Land Parcel Data: A Vision for the Future. The FGDC Cadastral Subcommittee furthered that process with its
State Stewardship for Parcel Data report on the role and levels of stewardship for a state organization. The issues involve seamless access and consistency of parcel data across jurisdictional boundaries.
The Working Group for Seamless Parcels asked 100 North Carolina counties to complete a set of survey questions related to their county’s practices in recording core parcel attributes, GIS staffing levels, and fees for data distribution. The State Questions are located in the
NC OneMap GIS Inventory. As of March 2009,
45 counties completed the State Survey questions and relevant GIS Inventory sections on policies and cadastral data.
This work will build on the
Content Elements for Statewide Publication of Core Geospatial Parcel Data, which was adopted by the GICC on May 11, 2005.
The Environmental Protection Agency (EPA) announced in April 2009 that it would award a FY 2009 Exchange Network Grant for the proposal, “An Integrated Cadastral and Land Use Data Exchange” submitted by the NC Department of Environment and Natural Resources. The partners on the grant include the Working Group for Seamless Parcels, the Eastern Band of the Cherokee Nation, the Secretary of State’s Land Records Division, and the NC Property Mappers Association. The purpose of the grant is to help North Carolina local governments standardize their cadastral and land use data and share it with the State, Tribal, and Federal agencies using the open source “OpenNode2” platform.
The Working Group is co-chaired by the Secretary of State’s Land Records Management Section,
Tom Morgan, and
Pam Carver of Henderson County, a member of the North Carolina Property Mappers Association.
